Common Service Centres (CSC) scheme is one of the mission mode projects under the Digital India Programme.
CSCs are the access points for delivery of essential public utility services, social welfare schemes, healthcare, financial, education and agriculture services, apart from host of B2C services to citizens in rural and remote areas of the country.
It is a pan-India network catering to regional, geographic, linguistic and cultural diversity of the country, thus enabling the Government’s mandate of a socially, financially and digitally inclusive society.

The CSC is a strategic cornerstone of the National e-Governance Plan (NeGP), approved by the Government in May 2006, as part of its commitment in the National Common Minimum Programme to introduce e-governance on a massive scale.
The CSCs would provide high quality and cost-effective video, voice and data content and services, in the areas of e-governance, education, health, telemedicine, entertainment as well as other private services. A highlight of the CSCs is that it will offer web-enabled e-governance services in rural areas, including application forms, certificates, and utility payments such as electricity, telephone and water bills.In addition to the universe of G2C services, the CSC Guidelines envisage a wide variety of content and services that could be offered as listed below:
  • Agriculture Services (Agriculture, Horticulture, Sericulture, Animal Husbandry, Fisheries, Veterinary)
  • Education & Training Services (School, College, Vocational Education, Employment, etc.)
  • Health Services (Telemedicine, Health Check-ups, Medicines)
  • Rural Banking & Insurance Services (Micro-credit, Loans, Insurance)
  • Entertainment Services (Movies, Television)
  • Utility Services (Bill Payments, Online bookings)
  • Commercial Services (DTP, Printing, Internet Browsing, Village level BPO).
The Scheme creates a conducive environment for the private sector and NGOs to play an active role in implementation of the CSC Scheme, thereby becoming a partner of the government in development of rural India. The PPP model of the CSC scheme envisages a 3-tier structure consisting of the CSC operator (called Village Level Entrepreneur or VLE); the Service Centre Agency (SCA), that will be responsible for a division of 500-1000 CSCs; and a State Designated Agency (SDA) identified by the State Government responsible for managing the implementation in the entire State.
CSC Online Monitoring Tool
The four key applications developed and currently implemented which form part of the CSC monitoring solution include:
  • CSC SMART Solution: This application tracks CSC roll out progress at block level up to the stage CSCs are finally commissioned. The application tracks CSCs over stages, such as selection of SCAs, selection of CSC locations, identification of VLEs, setting up IT infrastructure, Internet connectivity, commissioning, final certification of CSCs, the system also tracks status of BSNL connectivity at various CSC and provides useful performance information of CSCs. 
  • CSC Online Monitoring Solution: Post CSCs are commissioned; the online monitoring tool helps in registration of CSC IT terminals and tracks uptime of IT terminals. Each CSC PC is required to install and register online monitoring tool. The online registration process serves a proof of availability of CSC IT terminals as validated by their unique machine ID (Mac ID) and internet availability for delivering digital services.
  • CSC Online Dashboard: This tool provides executive MIS on registration and uptime status of CSCs on Pan India basis and tracks the performance of CSCs, SCAs and States based on uptime logs generated and disseminated by the online monitoring tool. 
  • CSC Connect: CSC Connect is a facility available to various Service Access Provider (SAP) Portals to allow CSCs to login into their portals using their unique CSC ID / password combination defined under CSC Online Monitoring System. This facility would save CSC the trouble of registering their profiles and remembering their IDs and password with multiple SAPs. The CSC Connect mechanism would make it possible for CSCs using their unique CSC ID / Password to gain access to the SAP Portal and will also help DIT to measure the usage of services of various SAP sites at various CSCs.
The solution currently serves the following purpose
  • Provides unique identification of a CSC based on their geography
  • Maintains a centralized database of CSCs, VLE with their addresses, email and contact details.
  • Enables online registration status of CSCs
  • Reckons uptime performance of CSCs which have been registered online on a daily basis
  • Maintains uptime Performance of a CSC, SCA and States based on CSC performance in their respective territories
  • Provides role based access to all the stakeholders based on their privilege geographic usage
  • Provides single waterfall view of CSCs from Pan India-State- District-Block to the ultimate CSC
  • Enables recording of BSNL connectivity status at each of the CSCs

One of the key mandates of CSC scheme is to deliver Government to Citizen (G2C) services. Various G2C services of Central Government Ministries and departments, apart from State-specific services have been integrated on the Digital Seva portal for delivery to citizens in rural and remote areas of the country through the network of CSCs.

Bharat BillPay :
Bharat BillPay is a Reserve Bank of India (RBI) conceptualised system driven by National Payments Corporation of India (NPCI). It is a one-stop bill payment platform for all bills – electricity, mobile, broadband and landline, DTH, Gas, Water, etc - across India with certainty, reliability and safety of transactions.
Two primary participants of Bharat BillPay are:
 Bharat Bill Payment Central Unit (BBPCU) – which implements operational, technical and business standards for the entire system and its participants. The National Payments Corporation of India (NPCI) functions as the BBPCU.
 Bharat Bill Payment Operating Units (BBPOUs) - BBPOUs are authorized operational units, working as per the standards set by BBPS. BBPOUs will on-board billers, aggregators and payment gateways; and set up agent network and customer touch points to handle bill payments through different delivery channels.
With CSC SPV becoming a BBPOU, CSCs can provide Bharat BillPay service and further enable the villagers to pay their Electricity, Water, Gas, DTH and Broadband & Landline Post Paid bills.

FASTag through CSCs
FASTag is an Electronic Toll Collection system in India operated by NHAI. FASTag is a simple to use, reloadable tag which enables automatic deduction of toll charges and lets you pass through the toll plaza without stopping for cash transaction. The tag employs Radio-frequency Identification (RFID) technology and is affixed on the vehicle's windscreen after the tag account is active. It is currently operational at more than 425 toll plazas across national and state highways.
CSC SPV has partnered with NHAI to dispense FASTags through the network of CSCs. VLEs will dispense FASTags at the toll plazas after procuring them through the Digital Seva Portal; register customer details on portal and affix the tag on the car.

Passport
Ministry of External Affairs partnered with CSC SPV in 2014 to launch Passport Seva services through CSCs across the rural hinterland. Services available through CSCs include filling and uploading of Passport Application Form, payment of fee and scheduling of appointment for visit to Passport Kendra. During 2016-17, around 2.19 lakh Passport applications were submitted through the CSC network across the country.

PAN Card
Applications for new PAN Card are processed through CSCs in collaboration with UTI Infrastructure Technology And Services Limited (UTIITSL) and National Securities Depository Limited (NSDL). PAN Card service through NSDL was introduced for CSCs in February 2016. During 2016-17, 28.94 lakh Applications for PAN Card have been submitted through CSCs.

Swacch Bharat Abhiyan
Swacch Bharat Abhiyan is the biggest ever cleanliness drive launched by the Government in 2014 to clean the streets, roads and infrastructure of the country. In 2016, Ministry of Urban Development partnered with CSC to facilitate online applications through CSCs for construction of individual household toilets across the country under the campaign. During 2016-17, 5.26 lakh applications for individual household toilets were submitted through CSC network under Swacch Bharat Abhiyan.

Pradhan Mantri Awas Yojana
Pradhan Mantri Awas Yojana (PMAY) is an ambitious housing scheme of the Government for creating affordable housing units for urban poor. Although, entire urban area of the country will be covered under the scheme, the initial focus is on 500 select cities.
In November 2016, a MoU was signed between Ministry of Housing and Urban Poverty Alleviation (MHUPA) and CSC SPV for receiving PMAY applications through CSCs. The service is being provided by 60,000 CSCs located in urban areas across States/ UTs. During 2016-17, 27.97 lakh Applications were submitted through CSC network under Pradhan Mantri Awas Yojana (PMAY) scheme.

FSSAI
Food Safety and Standards Authority of India (FSSAI) partnered with CSC SPV in July 2016 to provide Food Business Operator (FBO) registration service through CSCs. This initiative is aimed at registering a large number of unregistered FBOs in the country with the FSSAI through the vast network of CSCs. Under the service, Registration Certificate is auto generated after filing of online application through CSC. During 2016-17, 95,603 applications for FBO Registration have been submitted through CSCs.

Soil Health Card
Soil Health Cards are issued by the Government to farmers with crop-wise recommendations of nutrients and fertilizers required for individual farms to help them improve productivity through judicious use of inputs. Launched as a scheme in 2015, the Government plans to issue these cards to 14 crore farmers.
Ministry of Agriculture & Farmers Welfare signed a MoU with CSC SPV in December 2016, to engage CSCs in the Soil Health Card scheme. During 2016-17, 1.24 lakh farmer registrations have taken place through CSCs across 23 States.

e-District
Districts are the de facto front-end of government. The e-District project has been conceptualized to improve the experience of G2C interactions for citizens at the districts through seamless delivery of various services like certificates, licences, Ration Card, disbursement of social welfare pensions, online filing of RTI, land registration, land records, Government taxes, utility bill payments, etc.
e-District services of 11 States and 3 Union Territories are available on Digital Seva portal. These States/ UTs are: Assam, Chhattisgarh, Haryana, Jharkhand, Madhya Pradesh, Nagaland, Odisha, Punjab, Tripura, Uttarakhand, West Bengal, Dadra & Nagar Haveli, Daman & Diu and Puducherry. During 2016-17, 40.51 lakh transactions have been made on Digital Seva portal for e-District services.

Election Commission Services
The Election Commission of India, in its endeavour to improve enrolment and correct data errors in the electoral rolls for hassle free elections, has partnered with CSC SPV for delivery of various electoral registration forms and EPIC printing through CSCs. So far, the Electoral Registration Management System (ERMS) of Tripura, Punjab, Chhattisgarh, Jharkhand, Bihar, Tamil Nadu, Gujarat, Haryana, and Maharashtra have been integrated with Digital Seva Portal.
During 2016-17, CSCs have 34,780 Electoral Registration Forms in these nine States, where as 56.18 lakh EPIC have been printed and delivered through the CSC network in these nine States.
Mobile Recharge
Mobile Recharge of all the 14 Telecom Service Providers can be done through the Digital Seva Portal. This service connects with the Telecom Service Providers to enable customers recharge their mobile real time. The payments can be made through the e-wallet available through the Digital Seva Portal.

Mobile Bill payments
Mobile Bill payments of 8 Telecom Service Providers can be done through the Digital Seva Portal. This service connects with the Telecom Service Providers to enable customers to pay their mobile bills real time.

DTH Recharge
Dish TV Recharge of all six DTH operators can be done through the Digital Seva Portal.
Digital Finance Inclusion, Awareness & Access:
Lack of awareness of digital financial literacy, especially among the rural population is a major challenge in the country, more so in light of the demonetization by the Government and plans to make India a cashless economy. There was an urgent need to create awareness among the citizens, especially in rural and semi-urban areas regarding digital financial services. Under the “Digital Finance for Rural India: Creating Awareness and Access through CSC’s” project launched by the Government in November 2016, CSCs were enabled to host awareness sessions on government policies and digital finance options available for rural citizens as well as enabling various mechanisms of digital financial services such as such as IMPS, UPI, Bank PoS machines, etc. The project was conducted in a campaign mode by CSC SPV till March 2017. CSC SPV was entrusted with the responsibility of registering of 100 lakh citizens and enablement of 25 lakh small merchants under this programme. Till March 2017, CSC SPV registered more than 2 crore citizens and enabled around 21 lakh merchants.

‘VLE Bazaar’ – A rural e-commerce venture
VLE Bazaar is an online market platform dedicated to unique Indian handicrafts and cottage products which are handmade, ethnic, organic and natural. It aims to unleash the potential of rural economy to address lack of decent jobs and reliable income, low productivity, informality, ineffective organization, and to encourage participation of rural people in decision-making. VLE Bazaar is working to bridge the gap and provide that much-needed platform between rural artisans and urban consumers. Products procured are specialty of the particular region with an element of traditional knowledge, local art, modern technology and design inputs. VLE Bazaar aim is to develop craft based enterprises and explore new and commercially sustainable models of livelihood generation.

CSC SPV has initiated skill development courses with the vision of -

 Making them eligible for suitable employment opportunities or to be self-employed.

CSCs as GST Suvidha Provider:
Goods and Services Tax (GST) is the new system of taxation in India which has merged many individually applied taxes into a single tax. It was introduced as the Constitution (One Hundred and First Amendment) Act 2016, following the passage of Constitution 101st Amendment Bill.

GST is a comprehensive indirect tax on manufacture, sale and consumption of goods and services throughout India to replace taxes levied by the central and state governments.

Although the GST system will have a G2B portal for taxpayers to access the GST systems, GST Suvidha Provider or GSP is one of the methods of interacting with the GST system. The taxpayer via GST Suvidha Provider, which will provide all user interfaces and convenience via desktop, mobile and other interfaces, will be able to interact with the GST system.

CSC SPV has taken the initiative of becoming a GST Suvidha Provider. All CSCs across the country would act as GST Suvidha Provider and will help merchants in filing taxes under the new regime and also provide necessary training and support services to people.

Banking:
In 2010, the Reserve bank of India (RBI) issued guidelines to Banks for delivery of financial services through the CSCs to bring citizens in rural areas under the ambit of financial inclusion. CSC SPV has since partnered with 42 public and private sector banks and regional rural banks to leverage its last mile network to bring the unbanked, especially marginalized communities and women under banking. Under this partnership,CSCs across the country can become Business Correspondent Agents / Customer Service Points to deliver banking facilities to citizens, such as:

During 2016-17, banking services of 36 banks – 23 PSU Banks and 13 Rural Banks - have been made available through 11,940 BC Points across the country.During the financial year, 382.71 lakh transactions worth Rs. 5,70,163.61 lakh were done by these BCs.
During 2016-17, 1,26,309 VLEs have registered under Digi Pay service. Around 28.351 lakh successful transactions have been made at CSCs under Digi Pay to withdraw Rs. 17,901.89 lakh.

Insurance Service :
CSC SPV acquired license from the Insurance Regulatory and Development Authority (IRDA) in 2013 to work as an authorized intermediary to market life and non-life insurance products through the Rural Authorised Persons, i.e. the VLEs. CSCs started offeringGeneral, Health and Life Insurance policies to rural investors. So far, 36 insurance companies have come on board to offer various insurance policies through CSCs. CSCs have also started offering motor third party insurance to its rural customers.
Sale of New Policies:During 2016-17, 40,016 RAP VLEs sold new insurance policies, both life and non-life, to 2,15,677 new customers and collected premium worth Rs. 2389.57 lakh from those customers.
Collection of Renewal Premium:CSCs across the country can also collect insurance premium towards renewal of life insurance policies. During 2016-17, around 40,000 CSCs have been engaged in renewal of life insurance policies of 18 insurance companies. During the year, these RAPs have collected renewal premium worth Rs. 31,026.36 lakh from existing 8,31,710 life insurance policy holders.

Jan Suraksha Schemes:
In 2015, theGovernment launched three special insurance and pension schemes for citizens, especially from the unorganized sector and marginalized communities. VLEs working as BCAs can offer the three social security schemes – Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana (APY) to citizens. The Punjab National Bank has agreed to extend APY enrolments of their account holders through CSCs across the country.

Pension Service:
The National Pension System (NPS) is a voluntary, defined contribution retirement savings scheme designed to enable the subscribers to make optimum decisions regarding their future through systematic savings during their working life. NPS seeks to inculcate the habit of saving for retirement amongst the citizens. It is an attempt towards finding a sustainable solution to the problem of providing adequate retirement income to every citizen of India.

NPS is based on a unique Permanent Retirement Account Number (PRAN) which is allotted to each Subscriber upon joining NPS. NPS accumulates savings into subscribers PRA while he is working and using the accumulations at retirement to procure a pension for the rest of his life. NPS service has been launched through CSCs since April 2017.

Pradhan Mantri Fasal Bima Yojana (PMFBY):
Pradhan Mantri Fasal Bima Yojana (PMFBY) is a comprehensive, yield based crop insurance scheme of the Government which aims to provide financial support to farmers suffering crop loss/damage arising out of unforeseen events. The scheme cover crop losses due to –
  Prevented Sowing / planting risk
  Non preventable risks like Drought, Dry spells, Flood, Inundation, Pest and Disease, natural fire and lightning, storm, cyclone, typhoon, tempest, hurricane and tornado etc
  Post harvest losses
 Localized calamities – due to hailstorm, land slide and inundation Crop Insurance has been launched in 2017 for farmers through CSC SPV network in partnership with Bajaj Allianz General Insurance Company.
NDLM-DISHA:
The Department of Electronics & Information Technology (DeitY), under Ministry of Communication & Information Technology, initiated a Scheme for IT Mass literacy in 2014. The first phase of the programme, called National Digital Literacy Mission (NDLM), was launched in August 2014 to provide basic digital literacy to 10 lakh citizens in select blocks of each State/UT by covering one person from every digitally illiterate household. The second phase of the programme, named as Digital Saksharata Abhiyan (DISHA) was initiated in December 2014 with the objective of providing basic digital literacy training to 42.50 lakh citizens. Grassroots government functionaries like ASHA and Anganwadi workers and authorized ration dealers were also covered under this scheme. CSc SPV achieved the targets under the NDLM-DISHA scheme by October 2016, much ahead of the project deadline. Over 100 lakh citizens were registered under the scheme for digital literacy training, of which 87.68 lakh were trained and 53.46 lakh certified.

Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA):
Following the successful implementation of NDLM-DISHA scheme, Government of India launched a new digital litracy scheme in February 2017, specifically targeted at rural areas of the country. ‘Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)’ envisages digital literacy training to six crore citizens in rural areas, thereby reaching out to 40% of rural households by covering one member from every digitally unskilled household. CSC SPV has been engaged as the Implementing Agency for the scheme.

Cyber Gram Yojana:
Cyber Gram Yojana is part of the Multi-Sectoral Development Programme (MsDP) being implemented by the Ministry of Minority Affairs. Under this programme, basic digital literacy training is imparted to students from minority community, especially girls studying in Madrasas. During 2016-17, the project has been implemented in four States, namely West Bengal, Uttar Pradesh, Tripura and Rajasthan. During the period, 1.88 lakh Madrasa students have been registered under this programme, of which 1.55 lakh have been trained and 1.43 lakh certified.

NABARD Financial Literacy Programme:
CSC SPV collaborated with NABARD to provide financial literacy training to rural citizens. A pilot of the Financial Literacy Programme (FLP) was implemented in Madhya Pradesh and Chhattisgarh in February-March 2014, through which 10,102 beneficiaries received training. Following the success of the pilot, the programme was extended to Himachal Pradesh, Rajasthan, Jharkhand, Bihar and Uttar Pradesh. The Programme was implemented in 2015 through 3,010 CSCs in these States and trained over 100,000 beneficiaries on financial aspects like expenses, savings and investment options.

Legal Literacy Programme:
CSC SPV partnered with the Department of Justice under the Ministry of Law & Justice and UNDP in February 2015 to implement the Legal Literacy Programme through 50 CSCs in Palamu, Garhwa and Latehar districts of Jharkhand. The programme was aimed at providing training to citizens, especially from marginalized communities on legal rights and duties. Following Jharkhand, the project was extended to Rajasthan in November 2015, where 2,000 VLEs across 32 districts participated.

Other Education Courses:
NIELIT Courses: National Institute of Electronics and Information Technology (NIELIT) is an autonomous scientific society under MeitY that provides professional education through non-formal sector. CSCs provide facilitation services for students of NIELIT, such as:
• Online Registration/ Fee Collection of Students
• Online Examination Form Submission
• Printing of Exam Admit Card

CSC BCC Course:
In an effort to achieve basic computer literacy in an inclusive manner, CSC SPV provides the Basic Computer Course (BCC) with emphasis on hands-on training. The programme equips a person to use computers in professional and personal space.
National Institute of Open Schooling (NIOS) Service: The National Institute of Open Schooling (NIOS) and CSC SPV have partnered to provide facilitation services for NIOS students. Under this partnership, CSCs can promote open schooling in rural India, register students, pay registration and examination fee, provide admission status and declare results.
Online English Speaking Course (GOLS): CSC SPV has partnered with Gurukul Online Learning Solution (GOLS) to provide the ‘Online English Speaking Course’, which is targeted at the rural youth to teach them English in a simple and interactive way.

Learn English:
Learn English is an English language course which delivers supplementary learning. The course content is certified by the British Council and is specially designed to learn English easily.

Tally Certified Programme:
Tally Certified Programme from Prompt Enterprise is a two-month course, designed to learn Tally ERP9 though e-content.

Tally Kaushal Praman Patra:
Tally Education has introduced a certification on Tally ERP 9 - Tally Kaushal Praman Patra through the CSC platform. Candidates who are interested in Tally and want to pursue it as career choice can opt for this course.

Introduction to GST:
Tally has introduced a new course on GST, ‘Introduction to GST’ through the platform of CSC. This course is useful for any citizen who wants to update his/ her knowledge on GST. Sarkari Pariksha: Sarkari Pariksha is an online platform for helping students prepare for both the State and Central Government exams.
Agriculture in India has a significant history. Today, India ranks second worldwide in farm output. Agriculture and allied sectors like forestry and fisheries accounted for 13.9% of the GDP in 2012, about 60% of the total workforce. The economic contribution of agriculture to India's GDP is steadily declining with the country's broad-based economic growth. Still, agriculture is demographically the broadest economic sector and plays a significant role in the overall socio-economic fabric of India.

Per 2010 FAO world agriculture statistics, India is the world's largest producer of many fresh fruits and vegetables, milk, major spices, select fresh meats, select fibrous crops such as jute, several staples such as millets and castor oil seed. India is the second largest producer of wheat and rice, the world's major food staples. India is also the world's second or third largest producer of several dry fruits, agriculture-based textile raw materials, roots and tuber crops, pulses, farmed fish, eggs, coconut, sugarcane and numerous vegetables. India ranked within the world's five largest producers of over 80% of agricultural produce items, including many cash crops such as coffee and cotton, in 2010. India is also one the world's five largest producers of livestock and poultry meat, with one of the fastest growth rates, as of 2011..
Tele-health Consultations:
Derived from Greek word "Tele" meaning "distance" and Latin word "mederi" meaning "to heal”, telemedicine is the form of primary care where the patient seeks the doctor’s advice about non-emergency medical problems which don’t require doctor’s location visit. It doesn’t replace face-to-face consultation when it is needed, but complements it. In order to provide grass root level access points for health consultation among communities through digital medium, CSC is offering video based tele-consultation service throughout India at affordable rates. CSC SPV partnered with Apollo Hospitals Limited in 2014 to allow the VLEs across the country to facilitate the tele-consultations with doctors from Apollo Hospitals. In 2016, CSC SPV launched its own tele-health consultation services throughout India through Allopathic, Homeopathic and Ayurvedic doctors across the country.

Pradhan Mantri Jan Aushadhi Scheme:
Pradhan Mantri Jan Aushadhi Scheme aims at making quality medicines available at affordable prices for all, particularly the poor and disadvantaged, through exclusive outlets called ‘Jan Aushadhi Medical Stores’. The scheme is implemented by the Bureau of Pharmaceutical Public Sector Undertaking (BPPI). CSC SPV partnered with BPPI in 2015 to set up generic medicine stores under the Jan Aushadhi Scheme at the CSCs across the country.

Diagnostic Services:

Hello Health Kits:
Launched in September 2016 in collaboration with Hello Health, diagnostic kits are used to test parameters like Blood glucose, BP, ECG, BMI, Spyrometry, Pulse oximetry and Body Temperature. Hello Health kits have been piloted in West Bengal, Tamil Nadu, Punjab & Haryana.

3Nethra Kits:

The service was launched in July 2016 in Haryana, Uttar Pradesh and Punjab. JIVA Ayurveda product sale is now live in Madhya Pradesh, Maharashtra, West Bengal, apart from northern Indian states.

Background
DIP is an initiative of Government of India under Digital India program to digitize physical records and reduce piles of papers stored in record rooms or offices of Government, Government organizations and even non-Governmental private organizations. It allows organizations not only to free their warehousing real estate but enables them to keep their records longer and in safer environment.

How to join the Digitize India Platform
It's a simple three step process to start earning rewards:
Step 1 - Visit digitizeindia.gov.in and registers as a user. This is as simple as creating an email account.
Step 2 - Log in with your user id/password and start digitizing.
Step 3 - Digitize India Platform will facilitate in checking the accuracy, calculating the rewards and make payment to the user/participant .

How to submit records for digitization to DIP
Any organization (Government Department/Government organization/private organization) can submit their records for digitization to CSC SPV. The records should preferably be in a scanned image format. However, organizations who wish to submit physical records will have to pay for scanning separately.

The CSC SPV helps creating template of pages being digitized and submits the template for approval of organization submitting the records for organization. The data/records are thereafter processed for digitization.
CSC e-Governance Services India Limited has collaborated with The National Payments Corporation of India (NPCI) to launch Aadhaar Enabled Payment System (AePS) at locations where CSC has been acting as Business Correspondent. This payment system is called as DIGIPAY.

This system facilitates disbursement of government entitlements like NREGA, social security pension, Handicapped, Old Age Pension etc of any Central or State Government institution/entity, using Aadhaar authentication service of UIDAI.

This system is based on demographic and biometric/iris information of an individual, which reduces the threat of any fraud or non-genuine activity. Aadhaar facilitate anytime, anywhere, anyhow authentication for the citizen/customer. This service is currently working on windows and Android based Laptop/Desktop/Mobile phones.
Introduction
For creating electronic signatures, the signer is required to obtain a Digital Signature Certificate (DSC) from a Certifying Authority (CA) licensed by the Controller of Certifying Authorities (CCA) under the Information Technology (IT) Act, 2000. For offering fully paperless citizen services, mass adoption of digital signature is necessary. A simple to use online service is required to allow everyone to have the ability to digitally sign electronic documents. CSC-CA is setup to cater the needs of issuance of Digital Signature Certificates for eSign services.

eSign is an online electronic signature service which can be integrated with service delivery applications to facilitate an eSign user to digitally sign a document. Using authentication of the eSign user through e-KYC service, online electronic signature service is facilitated.

The CPS documents the basis for issuing, managing, using, suspending, activating and revoking of Digital Signature Certificates. It is intended to legally bind all parties that create, use, and validate Digital Signature Certificates within the context of the certification practices.

ABOUT DIGITAL INDIA

The Digital India programme is a flagship programme of the Government of India with a vision to transform India into a digitally empowered society and knowledge economy.

The journey of e-Governance initiatives in India took a broader dimension in mid 90s for wider sectoral applications with emphasis on citizen-centric services. Later on, many States/UTs started various e-Governance projects. Though these e-Governance projects were citizen-centric, they could make lesser than the desired impact. Government of India launched National e-Governance Plan (NeGP) in 2006. 31 Mission Mode Projects covering various domains were initiated. Despite the successful implementation of many e-Governance projects across the country, e-Governance as a whole has not been able to make the desired impact and fulfil all its objectives. 

It has been felt that a lot more thrust is required to ensure e-Governance in the country promote inclusive growth that covers electronic services, products, devices and job opportunities. Moreover, electronic manufacturing in the country needs to be strengthened. 

In order to transform the entire ecosystem of public services through the use of information technology, the Government of India has launched the Digital India programme with the vision to transform India into a digitally empowered society and knowledge economy.

E-governance initiatives in India took a broader dimension in the mid 1990s for wider sectoral applications with emphasis on citizen-centric services. The major ICT initiatives of the Government included, inter alia, some major projects such as railway computerization, land record computerization, etc. which focused mainly on the development of information systems. Later on, many states started ambitious individual e-governance projects aimed at providing electronic services to citizens.

Though these e-governance projects were citizen-centric, they could make less than the desired impact due to their limited features. The isolated and less interactive systems revealed major gaps that were thwarting the successful adoption of e-governance along the entire spectrum of governance. They clearly pointed towards the need for a more comprehensive planning and implementation for the infrastructure required to be put in place, interoperability issues to be addressed, etc. to establish a more connected government.

e-Kranti : National e-Governance Plan 2.0

The national level e-Governance programme called National e-Governance Plan was initiaited in 2006. There were 31 Mission Mode Projects under National e-Governance Plan covering a wide range of domains, viz. agriculture, land records, health, education, passports, police, courts, municipalities, commercial taxes, treasuries etc. 24 Mission Mode Projects have been implemented and started delivering either full or partial range of envisaged services. For more details click here

Considering the shortcomings in National e-Governance Plan that included lack of integration amongst Government applications and databases, low degree of government process reengineering, scope for leveraging emerging technologies like mobile, cloud…etc, Government of India has approved the e-Kranti programme recently with the vision of “Transforming e-Governance for Transforming Governance”.

All new and on-going eGovernance projects as well as the existing projects, which are being revamped, should now follow the key principles of e-Kranti namely ‘Transformation and not Translation’, ‘Integrated Services and not Individual Services’, ‘Government Process Reengineering (GPR) to be mandatory in every MMP’, ‘ICT Infrastructure on Demand’, ‘Cloud by Default’, ‘Mobile First’, ‘Fast Tracking Approvals’, ‘Mandating Standards and Protocols’, ‘Language Localization’, ‘National GIS (Geo-Spatial Information System)’, ‘Security and Electronic Data Preservation’.

The portfolio of Mission Mode Projects has increased from 31 to 44 MMPs. Many new social sector projects namely Women and Child Development, Social Benefits, Financial Inclusion, Urban Governance, eBhasha…etc have been added as new MMPs under e-Kranti.

Vision Area 1: Digital infrastructure as a utility to every citizen infrastructure

A well connected nation is a prerequisite to a well served nation. Once the remotest of the Indian villagers are digitally connected through broadband and high speed internet, then delivery of electronic government services to every citizen, targeted social benefits, and financial inclusion can be achieved in reality. One of the key areas on which the vision of Digital India is centred is “digital infrastructure as a utility to every citizen”.A key component under this vision is high speed internet as a core utility to facilitate online delivery of various services. It is planned to set up enabling infrastructure for digital identity, financial inclusion and ensure easy availability of common services centres. It is also proposed to provide citizens with “digital lockers” which would be sharable private spaces on a public cloud, and where documents issued by Government departments and agencies could be stored for easy online access. It is also planned to ensure that the cyberspace is made safe and secure.

Vision Area 2: Governance and services on demand

Over the years, a large number of initiatives have been undertaken by various State Governments and Central Ministries to usher in an era of e-governance. Sustained efforts have been made at multiple levels to improve the delivery of public services and simplify the process of accessing them. E-governance in India has steadily evolved from computerization of Government Departments to initiatives that encapsulate the finer points of Governance, such as citizen centricity, service orientation and transparency.

The National e-Governance Plan (NeGP) was approved in 2006 to take a holistic view of e-governance initiatives across the country, integrating them into a collective vision. Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is being developed, and large-scale digitization of records is taking place to enable easy and reliable access over the internet. The ultimate objective was to make all government services accessible to the common man in his locality, through common service delivery outlets, and ensure efficiency, transparency, and reliability of such services at affordable costs to realise the basic needs of the common man".

Six elements are crucial for ensuring that governance and services are made available on demand to all citizens and other stakeholders in the country.

Vision Area 3: Digital empowerment of citizens

Digital connectivity is a great leveller. Cutting across demographic and socio-economic segments, Indians are increasingly connecting and communicating with each other through mobile phones and computers riding on digital networks. The Digital India programme itself promises to transform India into a digitally empowered society by focusing on digital literacy, digital resources, and collaborative digital platforms. This also places emphasis on universal digital literacy and availability of digital resources/services in Indian languages.

Approach and Methodology for Digital India Programme are:

  1. Ministries / Departments / States would fully leverage the Common and Support ICT Infrastructure established by GoI. DeitY would also evolve/ lay down standards and policy guidelines, provide technical and handholding support, undertake capacity building, R&D, etc.
  2. The existing/ ongoing e-Governance initiatives would be suitably revamped to align them with the principles of Digital India. Scope enhancement, Process Reengineering, use of integrated & interoperable systems and deployment of emerging technologies like cloud & mobile would be undertaken to enhance the delivery of Government services to citizens.
  3. States would be given flexibility to identify for inclusion additional state-specific projects, which are relevant for their socio-economic needs.
  4. e-Governance would be promoted through a centralised initiative to the extent necessary, to ensure citizen centric service orientation, interoperability of various e-Governance applications and optimal utilisation of ICT infrastructure/ resources, while adopting a decentralised implementation model.
  5. Successes would be identified and their replication promoted proactively with the required productization and customisation wherever needed.
  6. Public Private Partnerships would be preferred wherever feasible to implement e-Governance projects with adequate management and strategic control.
  7. Adoption of Unique ID would be promoted to facilitate identification, authentication and delivery of benefits.
  8. Restructuring of NIC would be undertaken to strengthen the IT support to all government departments at Centre and State levels.
  9. The positions of Chief Information Officers (CIO) would be created in at least 10 key Ministries so that various e-Governance projects could be designed, developed and implemented faster. CIO positions will be at Additional Secretary/Joint Secretary level with over-riding powers on IT in the respective Ministry.

Programme Management Structure for Digital India Programme

The Programme management structure for the Digital India prorgamme as endorsed by the Union Cabinet is as follow:

For effective management of the Digital India programme, the programme management structure would consists of a Monitoring Committee on Digital India headed by the Prime Minister, a Digital India Advisory Group chaired by the Minister of Communications and IT and an Apex Committee chaired by the Cabinet Secretary. The structure has the needed secretarial/ monitoring/ technical support and appropriate decentralization of power and responsibility to ensure effective execution of the various projects/ components by the implementing departments/ teams.

Key components of the Programme Management structure would be as follows:

Cabinet Committee on Economic Affairs (CCEA) for programme level policy decisions.

A Monitoring Committee on Digital India under the Chairpersonship of Prime Minister which will be constituted with representation drawn from relevant Ministries/ Departments to provide leadership, prescribe deliverables and milestones, and monitor periodically the implementation of the Digital India Programme.

A Digital India Advisory Group headed by the Minister of Communications and IT to solicit views of external stakeholders and to provide inputs to the Monitoring Committee on Digital India, advise the Government on policy issues and strategic interventions necessary for accelerating the implementation of the Digital India Programme across Central and State Government Ministries/Departments. The composition of the Advisory Group would include representation from the Planning Commission and 8 to 9 representatives from States/UTs and other Line Ministries/Departments on a rotational basis.

An Apex Committee headed by the Cabinet Secretary would be overseeing the programme and providing policy and strategic directions for its implementation and resolving inter-ministerial issues. In addition it would harmonize and integrate diverse initiatives and aspects related to integration of services, end to end process re-engineering and service levels of MMPs and other initiatives under the Digital India Programme, wherever required.

Expenditure Finance Committee (EFC)/Committee on Non Plan Expenditure (CNE) to financially appraise/ approve projects as per existing delegation of financial powers. The EFC/ CNE headed by Secretary Expenditure would also be recommending to the CCEA the manner in which MMPs/ eGovernance initiatives are to be implemented, as well as the financial terms of participation for States. A representative of the Planning Commission would also be included in both the EFC and CNE.

A Council of Mission Leaders on Digital India headed by Secretary, DeitY would be established as a platform to share the best practices in various existing and new eGov initiatives under Digital India and also to sensitize various government departments about ICT projects of DeitY. While the inter-departmental, integration and interoperable issues of integrated projects / eGovernance initiatives would be resolved by the Apex Committee on Digital India headed by Cabinet Secretary, the technical issues of integrated projects would be resolved by the Council of Mission Leaders.

Further, considering the scope of the Digital India Programme and the need to look at issues such as overall technology architecture, framework, standards, security policy, funding strategy, service delivery mechanism, sharing of common infrastructure etc. at a programme level, it is proposed that the technical appraisal of all Digital India projects be done by DeitY, prior to a project being placed before the EFC/ CNE. This appraisal would cover issues relating to inclusion of adoption of Standards, utilization of Cloud and mobile platforms, consideration of security aspects, etc. The Secretary, DeitY or his representative may also be included as a standing special invitee to all EFC/CNE meetings, which are appraising/approving MMPs. It may be mentioned that the DeitY has already set up a Programme Management Unit, namely National eGovernance Division (NeGD) to provide support to departments in conceptualizing, developing, appraising, implementing and monitoring respective MMPs / eGovernance Initiatives.

Institutional mechanism of Digital India at State level would be headed by State Committee on Digital India by the Chief Minister. State/UT Apex Committees on Digital India headed by Chief Secretaries would be constituted at State/UT level to allocate required resources, set priority amongst projects and resolve inter-departmental issues at State level.

For effective monitoring of Digital India, usage of Project Management Information System would be mandatory in each new and existing Mission Mode Projects to capture the real or near real time details about the progress of the project. This tool should be proficient enough to capture the parameters for each stage of project namely, conceptualization and development, implementation and post implementation. The parameters could be decided in consultation with various line Ministries / Departments and DeitY.

Since the “e-Kranti: National eGovernance Plan 2.0” is already integrated with Digital India Programme, the existing programme management structure established for National eGovernance Plan at both national and state level has also been decided to be integrated appropriately with the programme management structure being envisaged for Digital India Programme at national and State/UT level.

AADHAAR

Aadhaar identity platform is one of the key pillars of ‘Digital India’, wherein every resident of the country is provided with a unique identity or Aadhaar number. The largest biometrics based identification system in the world, Aadhaar is a strategic policy tool for social and financial inclusion, public sector delivery reforms, managing fiscal budgets, increase convenience and promote hassle-free people-centric governance. It is unique and robust enough to eliminate duplicate or fake identities and may be used as a basis/primary identifier to roll out several Government welfare schemes and programmes for effective service delivery thereby promoting transparency and good governance.

BHARAT BROADBAND NETWORK (BBNL)

Bharat Broadband Network Limited is a special purpose vehicle set up under Companies Act by Government of India with an authorized capital of Rs. 1000 Cr. It has been mandated to create the National Optical Fiber Network (NOFN) in India. A total of around 2,50,000 Gram Panchayats spread over 6,600 Blocks and 641 Districts are to be covered by laying incremental fiber.

CENTRE FOR EXCELLENCE FOR INTERNET OF THINGS (COE-IT)

The Centre of Excellence for IoT was announced as a part of  the Digital India Initiative to jump start the IOT ecosystem taking advantage of India's IT strengths and help the country attain a leadership role in the convergent area of hardware and software. The main objective of the center is to create innovative applications and domain capability. Additionally, the center will help build industry capable talent, start-up community and an entrepreneurial ecosystem for IOT.

CERT-IN

CERT-In was formed with an aim to secure Indian cyber space. CERT-In provides Incident Prevention and Response services as well as Security Quality Management Services. CERT-In has been designated under Section 70B of Information Technology (Amendment) Act 2008 to serve as the national agency to perform the following functions in the area of cyber security:

• Collection, analysis and dissemination of information on cyber incidents

• Forecast and alerts of cyber security incidents

• Emergency measures for handling cyber security incidents

• Coordination of cyber incident response activities

CSC 2.0

CSC 2.0 aims to establish a self sustaining network of 2.5 lakh CSC centres at Gram Panchayat (GP) level under Digital India and deliver various citizen centric services. It is envisaged as transaction-based and service delivery-based model, delivering a large bouquet of e-services through a single delivery platform, which would increase the sustainability of the CSCs across the Country. CYBER SWACHHTA KENDRA

Cyber Swachhta Kendra (Botnet Cleaning and Malware Analysis Centre) is a part of the Government of India's Digital India initiative to create a secure cyber space by detecting botnet infections in India and to notify, enable cleaning and securing systems of end users so as to prevent further infections. It is set up in accordance with the objectives of the ‘National Cyber Security Policy’, which envisages creating a secure cyber eco system in the country. This centre operates in close coordination and collaboration with Internet Service Providers and Product/Antivirus companies.

DEEN DAYAL UPADHYAYA GRAM JYOTI YOJANA

One of the flagship programmes of the Power Ministry (MoP), Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) is designed to provide continuous power supply to the entire rural India. DIGISEVAK- VOLUNTEER MANAGEMENT SYSTEM (VMS)

DigiSevak is an online volunteering platform for interested citizens who want to contribute to the success of Digital India program. Various government department and agencies can create volunteering tasks and volunteers can choose tasks based on their skills and interest areas. The platform provides means for end-to-end execution of a volunteering task, right from registration of volunteers to creation of tasks, evaluation of tasks and rewards & recognition of contribution by volunteers.

DIGITAL SAKSHARTA ABHIYAAN (DISHA)

The Digital Saksharta Abhiyan or National Digital Literacy Mission (NDLM) Scheme has been formulated to impart IT training to 52.5 lakh persons, including Anganwadi, ASHA workers and authorised ration dealers in all the States/UTs across the country. The initiative aims at training non-IT literate citizens to become IT literate to enable their active and effective participation in the democratic, developmental process, and enhance their livelihood too.

eBASTA

In line with the Government's Digital India initiative, this project has created a framework to make school books accessible in digital form as e-books to be read and used on tablets and laptops. As part of the “Ease of Doing Business” initiatives, the Central Board of Excise & Customs, Government of India has taken up implementation of the Single Window Project to facilitate the Trading Aross Borders in India. The 'India Customs Single Window' would allow importers and exporters, the facility to lodge their clearance documents online at a single point only. The Government had approved the Scheme for establishing State Wide Area Networks (SWANs) across the country, in March, 2005 to be expended by the Department under Grant-in-Aid of Rs. 2,005 crore, over a period of five years. AGRIMARKET APP

The mobile application has been developed with an aim to keep farmers abreast with the crop prices and discourage them to carry-out distress sale. Farmers can get information related to prices of crops in markets within 50km of their own device location using the AgriMarket Mobile App. This app automatically captures the location of the farmers using mobile GPS and fetches the market prices of crops which fall within the range of 50km. The prices of agri commodities are sourced from the Agmarknet portal. Currently, the apps is available in English and Hindi languages.

Crop Insurance mobile app can be used to calculate the Insurance Premium for notified crops based on area, coverage amount and loan amount in case of loanee farmer. National Agriculture Market (NAM) is a pan-India electronic trading portal which networks the existing APMC (Agriculture Produce Marketing Committee) mandis to create a unified national market for agricultural commodities. The NAM Portal provides a single window service for all APMC related information and services. This includes commodity arrivals and prices, buy and sell trade offers and provision to respond to trade offers, among other services. While material flow (agriculture produce) continues to happen through mandis, an online market reduces transaction costs and information asymmetry.

EPFO WEB PORTAL & MOBILE APP

The web portal for Employees' Provident Funds Ordinance allows employees to check their EPF balance through an ePassbook which is an online version of their physical passbook. The mobile app allows the members to activate their UAN accounts from the comfort of their mobile phones and can also access their accounts for viewing their monthly credits through the passbook as well view their details available with EPFO. Similarly the EPF pensioners have been given the facility to access their pension disbursement details through this mobile app. Likewise, the employer can also view their remittance details.

The Scope of this project is to computerize and integrate all the activities related to prison and prisoner management in the jail. Himmat is an initiative by Delhi police especially for women. Himmat is an emergency service, comprised of an android emergency application, which can send a distress call or emergency message to Delhi Police officials and specified contact or group in an emergency situation faced by a woman. SSNIP is World Bank's International Development Association (IDA) assisted project, implemented by Ministry of Women Child Development in 162 high malnutrition burden districts in 8 States viz. SMS-BASED MID-DAY MEAL MONITORING SCHEME

Mid-Day Meal mobile app is meant for effective monitoring of daily and monthly mid-day meal data to be sent by the schools. The app provides additional data communicating mechanism for the MDM in-charge/teacher who has to send the daily/monthly data using SMS. The app, once installed on android device, does not need Internet to send MDM figures as user has option to send the figure through SMS from the app. This simplifies the job of MDM in-charge, who even does not have to remember the SMS formats. The higher authorities at Block, District and State level have a very simple and effective mechanism in shape of this app on their mobile devices for effective and efficient monitoring of daily as well as monthly data transmission by all the MDM in-charge falling under their jurisdiction. UMANG

BPO Scheme

The India BPO Promotion Scheme (IBPS) seeks to incentivize establishment of 48,300 seats in respect of BPO/ITES operations across the country. It is distributed among each State in proportion of State's population with an outlay of Rs. 493 Crore. The Government of India launched the Targeted Public Distribution System (TPDS) with focus on the poor.
